Any idea how to combat an alliance that is creating dozens of slts as silver-carriers? Currently they have 60+.

Terms and conditions clearly state this is cheating but, of course, devs will do nothing. Not even a response from them after a week.

So far we’ve lost about 100 cities to this cheating tactic. Is there a way to combat it that does not involve playing the game 24/7 like our opponent. And does not involve resorting to the same sad cheating?

Does every server die this way?

There’s little you can do. I have seen this on several servers
An option is to kill the silver carriers before they land on you if there no longer under protection.
Another option is to trickle long enough so the silver carrier runs out of troops and silver is lost

You can avoid them by playing on older servers. There are always players that retire and turn over keys which allow you to start as an established player, or your alliance can have you cap a recycle city very quickly to get you up and going.

Devs; can you please respond; I am leaving the game due to a number of reasons. But also finding out today that members of BoTB work for the developers of this game.
